Convention of the States

Article V. of the Constitution allows for 2/3 of the states legislatures to call for a convention of the states to amend the Constitution.

The Congress, whenever two thirds of both houses shall deem it necessary, shall propose amendments to this Constitution, or, on the application of the legislatures of two thirds of the several states, shall call a convention for proposing amendments, which, in either case, shall be valid to all intents and purposes, as part of this Constitution, when ratified by the legislatures of three fourths of the several states, or by conventions in three fourths thereof, as the one or the other mode of ratification may be proposed by the Congress; provided that no amendment which may be made prior to the year one thousand eight hundred and eight shall in any manner affect the first and fourth clauses in the ninth section of the first article; and that no state, without its consent, shall be deprived of its equal suffrage in the Senate.

Balance the Federal Budget

Legislate limits to the federal budget to reduce programs, property acquisition, and federal employment of our "public servants" in line with citizen-paid tax revenues.

All Federal departments & agencies must be required to reduce staff, equipment, facilities as necessary to cut expenditures under an across the board budget reduction plan such as the "Penny Plan" of 1% per year.

Immigration Reform, Border Control, e-Verify Employment Enforcement

 Make immigration reform a priority, along with border security to eliminate illegal entry and visitor monitoring to eliminate visa overstays.  Enforce e-Verify by US employers at every level of workforce participation.  

Reform immigration laws to include criminalization of illegal entry and visa overstay.  End the practices of family chain migration and the visa lottery.  Secure the border with physical barriers, electronic surveillance, and adequate personnel to prohibit infiltration by unknown persons and contraband.  Strictly enforce the use by US employers of e-Verify, background checks and social security number verification.  Foreign labor can be recruited for temporary employment as needed, with provisions for repatriation after the completion of the specific work.Control illegal immigration, visa overstays, chain migration, visa lottery.   

Limit federal government regulation of education to mandating civics courses be taught in middle school

Limit regulation of education at the federal level and return it to the states except for the requirement that all public and private schools provide civics courses as part of the 8th grade curriculum.

Return regulation of education to the individual states with a single federal requirement for civics courses to be included in the curriculum of each 8th grade curriculum to teach students about the basics of the United States Constitution, the 3 branches of government, and the electoral process, with strict rules under penalty of law that all instruction be conducted in a non-partisan environment with activities and materials vetted and authorized by state regulatory boards appointed by state legislatures, with input from parents and teachers.

Electoral Reform

Require all states to use uniform paper ballots, picture-ID's to vote in person, limit mail-in & pre-election voting, and maintain accurate voter rolls.

State primaries should be scheduled with those states meeting uniform guidelines at the early stages of the primary season, and those lacking guideline performance at the end, to incentivise adherence to fair and practical voting regulations.  Government issued picture-ID must be required for a citizen to vote in any election, with fraud investigated and prosecuted.  Corrupt municipalities and jurisdictions caught with abnormalities and fraud should have federal funding withheld until problems are rectified.

Tax Reform

Simplify the tax code to enable employees and small businesses without complicated expenses to file easily.  Large concerns would still file in detail. 

The IRS code is unmanageable and has been manipulated to serve the narrow interests of specific industries and professional groups.  In line with reducing government, the tax code should be simplified, carve-out deductions eliminated, tax rates lowered and spread more evenly.  A larger number of tax brackets with minimal progressive rate differences of one percent would minimize incentives for filers to cheat just to drop their tax rate by a percentage point.
